Otaru Stroller’s bus

Does anyone know if the Otaru Stroller's bus has resumed full or partial service since the pandemic? Thank you in advance.

It is still out of service.
There is currently a terrible lack of bus drivers, which is having a horrible impact on public transportation in rural Japan.

Many tourists just walk to the canal and then stroll. You can start from JR Minami Otaru station. By the way Otaru's famous tourist destinations are Shukutsu (and the Otaru aquarium) and Tenguyama Ropeway. If you visit these two, you may better buy Otaru City One Day bus pass 750 yen.
