The Izu Free Q Kippu by JR East is a rail pass consisting of:

The map below shows the train and major bus lines to be used for the round trip and within the free area of the Izu Free Q Kippu. As a reference, it also shows the Odakyu Railways, which cannot be used with this free pass.

The round trip is to be done by JR Tokaido Shinkansen (hikari or kodama) or JR Odoriko limited express.

It is not possible to get off at stations between your departure station and the free area.

Unlimited usage of the JR trains between Numazu and Atami (incl. kodama shinkansen), between Atami and Shimoda and between Mishima and Shuzenji.

Unlimited usage of selected bus routes of Tokai Bus, Izu Hakone Bus and Izu Shimoda Bus on the Izu Peninsula.

Assessment
This is a good offer, considering that the regular fare for a round trip to Shimoda by Odoriko limited express alone is already almost as expensive as the free pass. Budget travelers note, however, that it is possible to do the trip much cheaper by local trains instead of the Odoriko limited express or shinkansen (see alternative train tickets below).
Alternative Train Tickets
JR is also offering the Odoriko Minami Izu Free Kippu, a free pass, which covers only the southern tip of the Izu Peninsula. It is only slightly cheaper than the Izu Free Q Kippu and valid on only three instead of four consecutive days.
Odakyu is offering free passes for several regions of the peninsula, which are significantly cheaper than the JR free passes, but require a less convenient, more time consuming journey.
Budget travelers note that the Izu Peninsula can be reached relatively inexpensively by slower, local trains instead of shinkansen or limited express trains. The one-way fare from Tokyo to Atami in the north of the peninsula is as little as 1,250 Yen if you take the Odakyu Line from Shinjuku to Odawara and the JR Tokaido Line from Odawara to Atami.
