Noboribetsu before / after Sapporo

I am planning to go Hokkaido in Mar12, and I can't decide whether to go to Niseko - Noboribetsu (1 night) -Sapporo (1 night) - Chitose Airport, or stay in Sapporo before going to Noboribetsu. We won't be driving, so we will be taking the public transport.

Also, do you think it's worthwhile to throw in Otaru since we have such a packed itinerary?

Yes.

Sappporo[札幌] - Otaru[小樽] convenient
by rapid/liner train[快速/ライナー](30-40min) a lot.

If you are staying a night in Noboribetsu,
you may want to check with the hotel you are staying with, they may have free shuttle from Sapporo .

I checked with my hotel, they only provide free transfer from Noboribetsu Bus Terminal.
