What is the faster way to get to the above from Kyoto Station while I am travelling from Nagoya to Kyoto station by SHINKANSEN NOZOMI 7 8:35am. Also it is still possible to see cherry blossom on 5-7Apr2013 at the park ? Thanks for your advice

Faster between what options? The fastest is probably to take a taxi directly. On really crowded days, it may be faster to take the subway to Marutamachi or Imadegawa Station and catch a taxi from there.
Also it is still possible to see cherry blossom on 5-7Apr2013 at the park ?
Yes, it should be good timing. But it is not really a park. Just a tree lined trail following a canal.
