Does anyone know if Odaiba still has the nightly water illumination? And also what times does the illumination start? thanks

No, the Odaiba water illumination is an end-of-year thing which starts around mid-December and ends mid-March. This is because it's dark early enough for families to view it during the winter, so it doesn't run into Spring because the evenings get later and longer.
