Long term tickets for Tokyo/Kyoto/Osaka

Hello I am plannig to stay 8-9 days in each city typed below. since shinkasen is so hella expensive can you tell if it is possible to get such a ticket for 8-9 days pass? since i will be visit a lot of places in each city, not counting Hiroshima park of peace and Nara Todaiji..

No, there are no such tickets. A prepaid card is likely to come cheapest if you plan your days geographically wise. If you do a lot of side trips, a regional pass may be worth considering, such as the JR Kanto Area Pass or Kansai Thru Pass. It depends on the destinations you intend to visit.

Though there is no ticket that covers everything for your itinerary, you can ride a highway bus between Tokyo and Kyoto. That's the cheapest way.
If you can include one day trip to Nikko from Tokyo, trip from Tokyo to Kyoto, one day trip from Kyoto to Hiroshima within 7 days, 7 day JR Pass comes cheaper than standard tickets.

In tokoy i will have a friend who take me around but ..well i am thinking about to take with me 1300$ for transportation withing city, just to be safe. i don't if it will help anyone to give a optional amount of money but: OSAKA Osaka Ju 600 yen Ramen museum 500 yen Osaka aquarium kayukan 2300

Daily transportation costs within Osaka, Kyoto, Tokyo aren't that expensive. In Tokyo a 1 day pass for BOTH subway companies is 1000 Yen. Depending where you are going that day, you might save money by paying each trip cash (or with a SUICA card). I do a lot of walking and may only use the subway 2-3 times a day.
In Kyoto a daily bus pass is 500 Y, in Osaka a subway pass cost 800 Y. for the whole day.
