Well I have finally booked all of my hotels for my September Tokyo trip, so I'm starting to look into the more finer details.
We are going to look into doing a day trip to Edo Wonderland with the Tobu Kinugawa Theme Park Pass. We might ask one of our American friends who lives in Japan to join us.
Would she qualify to use the pass as a foreigner? Or is she disqualified because she lives in the country?

No, only foreign short-term visitors qualify. But there are various other discount offers for residents of Japan, as well, although probably not quite as good as the pass for foreigners.
