Mt Hakodate at night

I want to know if it is possible to descend -or to climb- the mt hakodate at night (after 22.00) BY FOOT, because i read, the ropeway is not working after that.
I am talking about summer months (it would be crazy to do that with all the snow on winter).
I asked this after looking at google earth, because the road doesnt look too friendly to pedestrians.
