But what is the difference between plan B and C?

In case of plan B, you start at Toya Station and end at a hotel or the other way around. In case of plan C, you start and end at Toya Station. It it not properly explained in the English version, but it is obvious from the Japanese version.

If I am going this route Hakodate-Usuzan ropeway-Noboribetsu by train and we are traveling in 3,:
1. Is this even a good deal since the ropeway alone cost 4350?
2. Would it make more sense to stop by Nagawa station instead of Toya station? The guide give direction from Toyako onsen but not from Toya or Nagawa station.
3. Lastly, is there English bus schedule for Usuzan ropeway area and Noboritsu onsen area?

Note that with this discount coupon you can get a ropeway ticket for 1310 yen:

For three people it will be 3930 yen.

If you were to hire a taxi independently, the fares would be roughly as follows:
Toya Station to ropeway: around 4000 yen
Toyako Onsen hotel to ropeway: around 2500 yen

Then, the plan offers a few more hundred yen of discounts on things that you may or may not desire.

Now, you can make the calculation.

Plan A = 6900 yen
If bought separately: around 9000 yen
My judgement: good value

Plan B = 8600 yen
If bought separately: around 10,500 yen
My judgement: good value

Plan C = 10,000 yen
If bought separately: around 12,000 yen
My judgement: good value

I am not familiar with the station and whether taxis are available there easily. The taxi fare from there would be around 2500 to 3000 yen one way, but the special plans are not offered.
