Can I get to katsura Rikyu from Shijo Street at Karasuma station by Hankyu railways using Surutto Kansai - Kansai Thru Pass? Thank you.

Yes, Hankyu trains are covered by the Kansai Thru Pass. Get off at Katsura Station.
