I world like to book a sightseeing tour with Chuo bus and undertake they depart from Sapporo Station Bus Terminal.

Can someone tell me where is abovesaid Sapporo Station Bus Terminal?

I couldn't make reservation on their English website, can I buy tour ticket onboard without reservation?

Most likely not on board. But if there are vacancies, it may be possible to do so on the day at the bus terminal. But I strongly recommend to make advance reservations. If you fail to make them yourself, ask the hotel concierge or tourist information staff to help you.

The JR Tower Nikko Sapporo Hotel is connected to the Sapporo Station bus terminal. And there are dozens of others in the proximity, as well.
