Weather in late November at Oirase Stream

Can you help?
I will be in Aomori from 11/17/2013 thru 11/19/2013.
I plan to rent a car and drive to visit both Oirase Stream and Lake Towada.
I know it is late for fall foliage (end October?), but, how about the weather and road condition over there?
Will it snow at the time? Is it suitable for driving?

Watch weather forecast before a week.
Past records suggest snow conditon not 0(but under 50).
low temp(under 10) days most.
Oirase Stream autumn leaves overed late Oct.
