I would like to tke the Sagano Romantic train on 19Jul13(fri).
Is it in operation that day? Where can I buy the ticket in Kyoto? Is it too late if I buys on 17Jul13?

Yes.
Where can I buy the ticket in Kyoto?
At JR station that have a ticket counter, such as Kyoto Station. Or at the Torokko stations, such as Saga Station in Arashiyama.
Is it too late if I buys on 17Jul13?
Probably not. Usually tickets are available on the day itself unless it is a very popular day. Considering that July 19 is a regular Friday, I don't think that there will be tickets available on the day itself. And even more so if you book on July 17.
