From Tokyo, you need to get to Nagoya (1 hour 40 minutes by Shinkansen train), then take Kintetsu trains via: (1) take limited express train to Shiroko (about 40 minutes) then taxi or bus (about 20 minutes), or (2) take a rapid to Ise-wakamatsu, then change to a local Suzuka line to Hiraa-cho (60 minutes), then taxi (15 minutes or so). or (3) take JR train to Yokkaichi (about 30 minutes) change to Ise Railway to Suzuka Circuit Ino (20 minutes), then walk for 30 minutes.

I was going on a business trip to that area on that Sunday, and found a lot of hotels nearby booked out, so plan well. There will be a lot of traffic.

The largest metropolis nearby is Nagoya (9 million population). Day trip to the circuit is possible from there.
