My family and I will visit Shiroi Kobito Park in early Dec, we want to experience the cookie making there.shld I make advance booking or can I just walk in for this session ?

You need to make a reservation one day in advance.

I was in sapporo this year for the snow festival and was able to book it on the day at the factory. Granted, there was only two of us so you may want to book ahead just in case.
