Nikko and Minakami in October

Hello!
Your advice please!
I wish to basically do a circle from Tokyo to include Nikko (Chuzenji) and Minakami in October staying overnight in each. To take advantage of Autumn colours, in which order should I proceed. I could also include a day in Karuizawa/Kusatsu perhaps??? I will have a JR Pass.

May I please ask: Is there a bus from Lake Chuzenji to Minakami which would be much shorter, or must I travel by train via Nikko and Omiya?
