Travel from Nikko to Kusatsu Onsen

Hi
I am travelling in September to Japan and wanted to do the following itinerary
Tokyo Nikko Kusatsu Onsen Mount Fuji Kyoto
I have a 14 day Japan rail pass. I would like to know if it is possible to use it on this route. I can change the itinerary if it works out better.

The easiest way to travel from Nikko to Kusatsu is by car through the mountains.
If you travel by trains, the fastest is to travel via Omiya, just north of Tokyo. Therefore, you could just as well visit Kusatsu and Nikko on separate side trips.
Mount Fuji can be visited as yet another side trip or along the way to Kyoto.
Depending on the details of your itinerary, a 14-day Japan Rail Pass may come more expensive than regular tickets.
