I will be in Arashiyama on 19 November 2013(Tue). I have a big group of 16 pax. Is it safe for me if I purchase the ticket on that day at Torokko Saga Station?

Considering that it is the busiest season of the year in Japan - autumn color season - I recommend to make advance reservations, even on weekdays. It may not be necessary, but it would be way too risky for me personally.

How to make advance booking since I am from overseas? Or can I buy from Kyoto Station 1 or 2 days earlier? Where to buy and the opening hours of the counter?
After the train ride,we want to take the Hozugawa Riverboat. Need to book in advance as well?
