Visiting Snow Monkeys

Is this a good place to go to? Yamanouchi Snow Monkeys & Nagano Zenkoji Temple. We are in Japan end of March onwards, are there any other places to see Snow Monkeys that may be better at this time of year? And can we get there using the JR Pass?
