When strong winds are expected, observatories of Tokyo Skytree may be closed for the sake of safety.

Personally I suppose that for short-term travelers to Tokyo, it can result in a better choice to try admission to the lower observatory [Tembo Deck] on some weekdays rather than to reserve admission during a specific time slit of a specific day (paying 500 yen more).

Visitors to Tokyo Skytree with valid reservations (through the official website) / designated-day tickets (issued by an authorized travel agency) for the lower observatory are guided separately to another entrance; the attendants make their efforts to prevent over-crowdedness by restricting admission of other visitors. Even so, the two observatories can be crowded depending on the number of all visitors and their paces.

Anyway, just as in Tokyo Tower, admission tickets for the upper observatory [Tembo Galleria] (around 450 meters high) of Tokyo Skytree are sold only in the lower observatory [Tembo Deck] (around 350 meters high).
