Reservations for Red Arrow to Chichibu

Is there anyway to make out-of-country reservations for the Red Arrow Limited Express to Chichibu for the Yomatsuri festival? On the Seibu website I only see information on buying tickets at stations in Japan. I understand the reservations can be purchased a month in advance. I tried finding a room for the night in Chichibu but it's all booked up for the festival.

Thank you! I will have someone who speaks Japanese help me with the online reservation. I read reservations sell out before the festival.
