I'd like to go to Shikotsu snow festival 2014 from sapporo, the web said that I've to take JR to Chitose station and then take bus to Shikotsu lake about 40 mins. But I couldn't find the bus schedule in english, where can I find it? And if I'd like to be back in sapporo that night, what's time of the last bus depart?

I don't think it exists in English. Here is the Japanese timetable: http://www.chuo-bus.co.jp/city_route/course/common/images/pdf/chitose....Departures from Chitose Station: 8:51 11:51 14:51 16:51 On weekends and holidays there are additional departures at 9:51 and 12:51 Departures from Lake Shikotsuko: 9:45 12:45 15:45 17:45 On weekends and holidays there are additional departures at 10:45 and 13:45 Sunset in February is around 17:00.

Another question is Does the bus has the name of the station in English and am I right that the last Bus stop is Lake shikotsu station?
