You just buy it at the airport after arrival.

At the same time and the same ticket office where you buy the Suica & NEX package.

Reservation is not possible or required. It's purchased at Narita and they will provide you with the NEX ticket to your destination. The train is very large and never books out.

I've caught the NEX half a dozen times and has never been more than half full.

All NEX(as LtdExp) are no non-reserved car so needs reserved seat ticket.

"Suica & N'EX" is N'EX part discout(as oneway or around include reserved seat ticket) only.
Using "Suica(IC CARD)" just cashless
but no disount(also not unlimited) for train(bus of Pasmo area) tickets and e-money(for shopping and more).

Also Suica card design is special design for foreign travelers.
(Japanese cannot purchase this card design type)
