Yokote Kamakura Festival is on mid Feb, but I plan going to Yokote on 21 - 23 Jan 2014. Is there many mini Igloo around this time ? Is the lighting at river side on already ? Thank you very much.

You can see the kamakura (mini igloo) all year around in a kamakura museum in Yokote.

The official ones for the festival will be built later, but there is a chance that some families will build them before it. If you are lucky, you can probably see them while walking around the town.
