If seeing/touching snow first time worth maybe. Just not like huge fes Sapporo[Hokkaido].

The festibal spots are scattered in various locations in the city and you have to take a shuttle bus to go around. (You don't have to go around though. You may just stay one main spot.)
Honestly I am not sure if it is that much worthwhile expecially if you have to take your toddler son with you all the way down to a snowy country. He will enjoy snow, but get freezing soon. Staying a night there might be an option to ease it. They run some show in the evening as well.
