It's a small airport, so I'm sure it closes overnight.
Be careful on airport buses from Takamatsu Station. In the morning, there is a 2-hr gap which I found out that morning. I ended up taking a local train to the last stop and a cab from there to make my flight. Taking a cab from Takamatsu Station would have cost too much.
The shuttle bus schedule may have changed. The tourist info office is right at the bus stop area so be sure to check the day before you leave.
