I'm arriving by the toppy jet foil from yakushima to kagoshima at 12.45 and would like to take a train that leaves Kagoshima station 13.15.
Is that possible?
What is the best way to get there?

Yes, but I would take a taxi between the port and Kagoshima Chuo Station as public transport would probably be cutting it too close. The taki takes about 10 mins in normal traffic and costs a little under 1000 yen.
