Photographer & cherry blossoms in matsumoto

Hi,
We're heading to matsumoto in the next week. We will be out and about on the 21st of April.
According to the current forecast, the end of cherry blossom season in matsumoto is the 21st. If we're there on that date, should we still hope to see most of the petals, unless there is significant rain or wind?
We also were looking to find a photographer to accompany us on the day. We've tried doing quite a bit of searching but haven't found a website to locate a photographer (even a junior is okay). Does anyone have any suggestions as to how we can find one?

According to the current forecast, the end of cherry blossom season in matsumoto is the 21st.
The blossoms around the castle may not survive through the 21st. But maybe the parks at the higher elevations (Joyama and Alps Park) should still be in better shape.

Can anyone offer any advice on how to find a photographer there?
