I will fly to Kagoshima from hk while my friend will take a domestic flight to the airport.

1. Can i walk from the international terminal to the domestic terminal?

2. If she picks up a rental car, do you think it is best to meet at the drop off area near the bus stop?

Yes, the terminals are both small and stand just next to each other. It takes about one minute to walk between them:

The rental car outlets are a distance from the terminal, and you have to catch a shuttle to get there. If you arrive at the same time, then I suggest you meet at the terminal and take the shuttle to the rental car outlet together. But if the other person arrives earlier than you, he/she could pick up the car first and then meet you at the terminal.
