(2Days Kansai Thru Pass, 4,000 yen) 12:00 NOON head to Kyoto01:30 PM explore Kyoto Fushimi Inari Shrine, Inari I suppose you cannot travel from Shin-Kobe to Fushimi-inari only by non-JR railroad and local bus lines within 1 and a half hour. If you leave Shin-Kobe by 12:00, make a transfer from Kobe-Sannomiya of Hanshin to Sannomiya of JR-West and take a Special Rapid train on JR Kobe Line, you can reach Kyoto Station by 13:15 and take the 13:30 bus (departing at Stand C4) on Line Minami 5 to Inari Taisha Mae for about 12 minutes. (Note: The next bus on this line is to depart 1 hour later.)
If you avoid JR to reach Kyoto, your transportation cost for Days 4 and 5 is estimated at 4510 yen (= 4000 yen for a 2-day Kansai Thru Pass + 510 yen as a Nankai Ltd. Express charge).
If you choose JR to reach Kyoto, a 2-day Kansai Thru Pass is not likely to pay off, and your transportation cost for Days 4 and 5 is estimated at 5130 yen. I recommend getting an ICOCA Card for 2000 yen (including 500 yen as a deposit) at a JR ticket counter in Kansai Airport and storing another 4000 yen on it.
