Buy Pasmo or Suica from Kansai Airport 2014/4/24 15:12
I plan to travel to Osaka and then transfer to Tokyo in May 2014.
1. Can I buy Pasmo or Suica card at Kansai airport when I arrived? If not, can I buy Icoca card at Kansai airport.
2. Can I pay Kansai airport limousine with one of these cards?
3. Can I refund credit amount in Icoca card at Narita Airport?

No, only local cards can be purchased in each network.

If not, can I buy Icoca card at Kansai airport.

No, it's cash or credit only

The ICOCA is the SUICA for the JR West area of operations (Kansai). You cannot buy a SUICA (JR East) in Osaka (JR West).

You can use an ICOCA Card for transportation on most of the Suica-PASMO network in and around Tokyo. (Exceptions: Tama Monorail line, Yokohama Seaside line, Chiba Urban Monorail lines and Kanto Railway lines.)

And, you can use e-money stored on the ICOCA Card also for payment at cashiers / drink vending machines which accept Suica and PASMO Cards.

Can I refund credit amount in ICOCA card at Narita Airport?

No, you cannot do so.
You can return an ICOCA Card only to JR-West. From the amount of the stored e-money, 220 yen is deducted as a handling fee, unless it is below 220 yen. The deposit (500 yen) is paid back.
