Best view of Lake Toya

What's the best spot to view Lake Toya in September? I've seen photos with 2 bears and a foot bath that looks nice, but they don't say where the photos were taken.
I'm hoping to have a rest at Lake Toya on our drive from Hakodate to Noboribetsu.
Are there any other nice attractions around Lake Toya?

Thanks again William, I'll check everything on that list.
Silo Lookout! That was the photos I was looking at. rurubu shows it's on the West of the Lake. Lucky I checked, most sites hinted it was on the South.
