Here are all the details in Japanese (the information for 2014 should be updated within the next few days):

If you do not read Japanese, you may want to ask the Nagasaki Tourism Association for guidance:

The best time to view the festival is when the dynamic Kokodessho is performed, where a heavy wooden platform is thrown in the air. It's only performed every 7 years, and the last time it was done was in 2011, when I was lucky to attend:

The most exclusive place to view the festival is at Suwa Shrine, where seating is limited. There, if you don't have a seat, you cannot get even remotely close to take pictures. Booking in advance is essential, but you will probably need to read/write Kanji. But if you ask me, you can get more intimate viewings at several smaller venues around town.

In 2011, I watched on local TV as the Kokodessho was performed at Suwa. They usually toss it in the air 3-4 times, but they did it once and pretended to leave, much to the feigned consternation of the crowd.

In 2011, one festival viewing spot was at the train station. Since it had a 2nd story view from the balcony, I staked out a spot an hour in advance.

On the 1st day of the festival, there is a demonstration put on at the train station in the morning. Here, they performed dances similar to the Awa Odori. It's a good chance to get up close to the performers.
