It probably hard to find their website because it's called the Ueno Mori Museum in Japanese. http://www.ueno-mori.org/about/I don't think you can buy advance tickets, but it shouldn't be a problem getting tickets at the door. It never looks crowded when I pass by.

Some special exhibitions can get pretty crowded... I went to see the King Tut exhibit there two years ago and there was a long line. You can't buy those tickets in advance either, but in general they're pretty good about getting people through quickly. If you have a specific event in mind and think it might be crowded, try to go on a weekday.
