Niseko and Hakuba are two of the most foreign friendly ski areas in Japan mostly because they see a lot of foreigners and their resort tend to offer English instruction.

Niseko is in Hokkaido, which you'll need to fly to from Tokyo. It'll take about half a day to get there. Hakuba is in Nagano and reachable by train in about 3 hours from Tokyo.
