Hi Barbara, most places in Kyoto are best covered by Kyoto local buses or Subway. You will be able to get to places like Arashiyama or Fushimi Inari by JR trains, but that's about it. I suggest buying day passes to use buses.

Kyoto City Bus - Kyoto Bus One-day Pass (500 yen per adult) can be useful. This bus pass is for the flat-fare zone of Kyoto City Bus and Kyoto Bus lines, which includes Arashiyama area, and it can cover bus rides to and from many tourist spots in City of Kyoto.
I recommend you would consult Kyoto Tourist Information Center (open 8:30 - 19:00; near West Gate of Kyoto Station, along the north-south pathway on the 2nd floor) on your routes.
