My family (3 people) is coming to visit me in Japan for about a month and I want to get them a sim so they can call locally and incase of an emergency. I have a pocket wifi so data isn't our issue. We have tons of old Softbank phones, and one Docomo, we are planning on using. My question is how can I get them each a sim card for the phones we already have? I know the docomo phone is unlocked, but the Softbanks aren't. I know Japan has some restrictions on phone purchases, so is it legal/possible to buy 3 softbank prepaid sim cards? Can I buy/rent just a usim from somewhere? I have my service through softbank. I am in Japan on a long stay student visa. I am picking them up at Narita if there is some service there that can help. Also, I'm in Saitama if that matters. I have read so many things on this subject that now I am confused with everything.

3 should be ok, but you should call your local softbank office to check as they are the ones to make the final call.

Yes, you can rent but they can be relatively expensive compared to a prepaid.
It may be cheapest/easiest to go to Donki and pick up three new prepaids.

Donki used to do a cheap prepaid deal (3800yen including Phone, SIM & 3000yen prepaid card), but last time I checked, it was no longer available.
You can, however, get prepaid SIMs at Softbank Roppongi.

If you live in Japan. you can order sim card for calling. but if another people use it, it might be illigal. I recommend to use Data Sim card and use voice appli like line skype. Sim card rental is convenient service. http://rental.cdjapan.co.jp/

If you only need voice then softbank will be cheapest. If you need data only then econnect will be the best.
