Is it possible to have my mother to be issued with dependent visa?
I have a Specialist in Humanities Visa. My mother has the same kind visa but she has retired before her visa has lapsed. Could she change that visa to "dependent" under me? I am single.

As far as I know, that is just for spouse or child (under-age).

She may instead qualify for a long term resident visa. You should inquire with your local immigration office and with an immigration lawyer if possible.

Unless she is actually dependent on you for daily life, then no. Don't cheat the system!

While she may not qualify for a dependent visa, there are provisions for this sort of situation that don't "cheat the system". Actually it's not even possible to cheat. Immigration simple wouldn't approve the visa.
