I am sheduled to arrive after some days. Can i bring some seeds and roots for planting in pots . Is it allowed? Also i can bring rice with me.?

It's depending on the plant seeds and roots. You need to declare and examined by the plant quarantine.

As tokyo friend 48 noted, you are supposed to declare such things on your Customs form you receive in flight. Packaged rice or dried packaged seeds are generally not a problem - but if you mean bringing in live roots then you could face a lot of heat and may have them confiscated. Any live agricultural products are put under a lot of scrutiny. If you're still intent on bringing them in, you should contact the Japanese Customs office directly for more info - see: http://www.customs.go.jp/question_e.htm
