I'll make a round-trip journey to hirosaki from tokyo using hayabusa shinkansen. Is there any discount if I make an advanced reservation (say 15 days before the journey) from JR office?

If you are eligible, you probably want a JR East Pass for this. You might also want to consider flying, especially if you come to Japan on a Oneworld carrier, JAL has big discounts for flights to Tohoku (5400 yen per flight). http://www.fr.jal.com/world/en/visittohoku/(The regular fare for HND-AOJ is about 15000 yen if you book at least 55 days in advance, which is about the same as the Shinkansen.)
