I am a student in japan from this July 2014 . I am a married girl staying in kita shinjuku . I want to invite my husband to japan in dependent visa can it be possible? If possible what are the procedures that I need to follow?

Yes, it is possible. Your husband needs to apply for a dependent visa at the Japanese embassy in his country of residence. Contact the embassy for further details.
Alternatively, if your husband's nationality allows him to enter Japan visa-free, he could enter Japan and then apply for a change of status, but this is somewhat more risky.
