I would like to ask for the icocoa-haruka. I can use the haruka to reach any part of Kyoto?

Probably not "any part" o Kyoto, you can use it to reach any JR station.

I assumed that by "Haruka" you meant the Haruka ticket which comes with the Icoca & Haruka package, not the Haruka train. The Haruka train will only bring you to Kyoto station, if you want to go to a JR station in Kyoto city other than Kyoto station, you must transfer to a local train at Kyoto station. The Haruka ticket also covers the local train.
