Arriving at Haneda Airport at 11pm

arrived henada airport at 11pm,
we plan not to stay in hotel, direct go to kawaguichiko, is there any bus /transport?
if there is no transport at that time, is that allow to stay and wait the transport?
else any better suggestion?

Unfortunately public transport doesn't operate after midnight in Tokyo. Your best bet is to stay overnight at Haneda airport if you don't want to stay at a hotel.
