I'm planning on making a visit to Mount Rokko to get some panoramic views of Kobe & Osaka at night time.
Where would the best location be for these views? Rokko Garden Terrace or Rokko Sanjo Station?

I'm pretty sure Rokko Garden Terrace is better! I wish you can look at lovely scenery.

I've been to the Garden Terrace, it was really cold (even though it was July!) and the night view was covered by clouds...

Thank you for confirming for me that the Rokko Garden Terrace is the best place for the views.
Hopefully there won't be cloud covering the night view, and the cold wouldn't bother me too much as I'm Finnish.
