I just want to check if Kyoto imperial place, Monkey Park Iwatayama, or Kinkakuji goden Pavilion will open around 29 December - 2 Jan?

government controlled place, CLOSED.
banks, closed from Dec.31 to Jan.3.

Any recommendations for restaurants on NYE?
Which is the best shrine/temple to go to on NYE? Do all the temples get really packed from the early evening?
