We are wondering if we should book our day trip to Mt Fuji with or without lunch. We intend to visit on New Year's Day and wonder if the restaurants or cafes are opened.

you won't be able to even visit the 5th station, the roads are usually closed until late spring.

I assume you refer to the Subaru Line 5th Station on the Yamanashi side. The road to the 5th Station is fully open, partially closed or fully closed depending on the road conditions. It is possible for the road to be fully open even in the midst of winter.

I have booked a tour with Grayline for Mt Fuji towards the end of November.
I'm confused, is Mt Fuji open or closed during this time? We're going with a tour, so road closures don't mean anything to me as they are taking us there.
