Dec 23th is the Emperor's Birthday, so it's crowded in the Imperial Palace like this video.

23 National holiday as The Emperor's Birthday.
http://en.wikipedia.org/wiki/The_Emperor%27s_Birthday
No special event and custom except Imperial Palace in Tokyo.
However "X'mas eve eve" holiday a lot of shopper usual.
Train/bus operate by Sun/ National holiday timetables.

24-26 Regular weekday.
Workers still working so morning/evening train/bus rush exist.
Just school students already winter holiday.

24-25 No special X'mas custom just X'mas cake sales a lot.
TDR(TDL/TDS) crowded after noon to evening .
SkyTree waiting line over 90min maybe afternoon to evening.
In evening night view and X'mas illumination spots very crowd
by a lot couples as romantic dating.(depends on weather)

26 Public servant/bank city/ward hall/office desk
and counter/window last work day.Other most private companies, too.
(except Policeman, firefighter and more No holiday)
(In Japan No Natinal railway. Biggest "JR" also not National)
And "U turn rush(back to far away home country side)"
and long vacation travelers dep from afternoon a lot.

27 regular Sat weekend year last no rush by workers
but U turn and vacation travelers rush starts from early morning
crowded Shinkansen and nearest Highway bus terminal station
and connecting lines for Tokyo,Ueno,Shinagawa and Shinjuku train mainly.
TDR(TDL/TDS) super crowd by families and young japanese.
Also foreign travelers coming a lot by discount travel package
from near Japan(Taiwan,Thai,Singapore and more) mainly in recent.
SkyTree,too. (depends on weather)

Ghibli Museum???
Now check booking condition on 26 Dec...

I knew it...... already "sold out" all times
bc sales start day 10 of last month(Nov for Dec).
This is screen shot. http://urx.nu/emgJ

Other days ticket sold out not so far and no cancel usual.

BTW, Are you solo?group? male? female? How old?
First time Tokyo? No side trip from Tokyo? (ex Mt.Fuji)
Only 5 days in Japan? What is interesting in?

Not enough "key".

Don' t know yr friend getting possible or not anyway send both url.
http://www.lawson.co.jp/ghibli/museum/ticket/english.html
http://l-tike.com/guide/loppi_english.html

Voucher ticket at LAWSON not need yr name and any private info.
Paying cannot accept credit card "by cash" mainly
"Suica" or "PASMO"(IC card for train/bus) also valid as e-money.
If not charged(SF/stored fare) enough have to re-charge before paying.

Find "LAWSON" is very easy ask local fastest
also NRT(T1) and HND(int'l) both terminal building placed.
"loppi" is a ticketing machine name of LAWSON. (not museum one)

Exchage to real ticket at museum by ticketing machine.
But tips no need now.
