Time of Lights Off at Tokyo Skytree?

If I went to visit the Tokyo Skytree near dawn, would it still be light up like I would see at dusk?
Or do they turn off the lights at some point overnight?
(I am assuming it is light up from photos I've seen on the web...but maybe that is not always the case?)

Still, the lights will be turned off at 11pm, just the same as normal days.
