Late arrival from Haneda to Mitsukoshimae

hey guys i needed some advice on my trip..

will be landing sat night 11:55pm, and my hotel's nearest station is mitsukoshimae.

i found a shuttle from hnd to tokyo station that cost me roughly 1860 JPY per person ($15 USD). we are a party of 2. then taking a cab from Tokyo Station (Yaesu South Exit) to mitsukoshimae cost another 1892 JPY.

or would it be easier/cheaper/ more connivence to just take a cab from HND to my hotel which is roughly 8000 JYP ?

i will be staying in tokyo for 5 days - will there be any local festivities happening around jan11-16? any highly recommended shopping areas ? any flea markets will be open?

lastly, any recommendation on ONSENS that allows tattoo? i have a really small one on my shoulder.. i might just cover it with a bandaid or make up, but i thought i'd ask..
