Hi all, is Harajuku the only place to look at Cosplay on a Sunday in Tokyo? Where else can I watch them? Please advice, thanks!

You can see cosplayers in Harajuku and Akihabara.
But in Harajuku, most of them are playing Gothloli or typical "かわいい" costumes.
in Akihabara, most of them are maid. and there are not major.

if you wanna meet cosplayer play as a character of anime, manga and game.
You have to go to cosplay event like a comic market.

Comic Market, or Comiket is not a place, but an event, held in March 28-29 in Makuhari Messe, Chiba Prefecture. It's what in America is called a convention.

I was in Odaiba on a Saturday in May and Jun and saw tons of cosplayers taking photo of them self with a group of friends

Just being that person for a second but "gothloli" is not a thing, and also calling Lolita or any other street fashion cosplay is pretty shitty so I wouldn't do that. They don't think of it that way and surprisingly to many the Lolita community specifically is huuugeee worldwide (I myself wear Lolita fashion and I live in Maine, US and partake in a group of many other people who also wear it) and we also don't appreciate it. So if you care about Japanese culture, I would most definitely avoid saying things like that.
